Indeed.

Indeed, this is to be expected.
Note that for an actual data pack you'll need to package the
data in a format such that GNUmed can unpack the .zip file
and run a single install-data-pack.sql script from the
content.
IOW, the final data pack can only contain SQL commands.

Each data pack is going to be ever so little different that
it is likely going to *just* about make sense to rewrite it
:-( (except for, say, successive versions of the same data
source).
Nonetheless, having access to the preparation framework for
a working data pack will make it easier for other providers
to know what's involved.
