I would always be very carefull with Depends in any case.  The thing is:
Recommends are installed by default and users will not end up without
gnumed-doc when not explicitely asking for ignore-recommends.  A Depends
should *only* be used if the code breaks if a package is missing.  So if
the code is not explicitely using a file from the doc (and does not have
an exception to work around a missing doc file if only used in rare
cases) we should go with the Recommends in any case.
