When I ran afoul of this, I didn't see anything in SConstruct that would honor a TAR environment variable. I patched that in for testing, but it wasn't useful on MacOS because the MacPorts gnutar segfaults when used in that way.
Avoiding the need for the GNU-specific --transform would be nice, but not trivial.
