More details please. What's it going to connect to? What do you define as low cost? Where is it supposed to look "at home"? How closely does 1PPS need to align to the second? What kind of load are you driving from the 1PPS line? How many of these do you need? ...

For $11 you can get a ublox6 board with a 1pps out. You could crank out a pretty nice looking box on a 3d printer overnight.
