Uh, you do not want to different versions of gpsd on the same host.

Did you follow any of our gpsd/ntpsec on RasPi howtos?
If not, exactly what did you do?
A good start is to run gpsdebuginfo, and send us the complete and
unchanged output, Here is the script, run it as root, not under sudo:
