I looked at this again.  Other thjan what I previously pointed out, looks
good to me.  I think the reason no SHM(0) updates in the log is that
gpsd was stopped before it was ready to send SHM(0).

I updated git head with better logging on why NTP may not get updated,
so please test with the newest version.  Then let is run a little
longer than before.  -D9 is overkill, -D6 is fine.
