Well this is a little embarrassing! Seems I forgot to add the -n option in my /etc/default/gpsd. With -n I'm getting ntp feed fine although there is an SHM error showing as gpsd starts up which you can see in the gpsdebug2.log

Attached outputs from gpsdebuginfo.sh and also log from gpsd -D6 -n -N /dev/ttymxc3

WRT your other comments:

- we'll check python gps version

- not sure whether we need KPPS but will investigate
