Well this is a little embarrassing! Seems I forgot to add the -n option
in my /etc/default/gpsd. With -n I'm getting ntp feed fine although
there is an SHM error showing as gpsd starts up which you can see in the
gpsdebug2.log

WRT your other comments:
- we'll check python gps version
- not sure whether we need KPPS but will investigate
