Except when it is.  There have been reports that reboot is needed.

Maybe the reports are corect, maybe just more systemd(umbest)
confusion.

Unless you can explain to thje newbie when reboot
is needed, it should just always be dome.

I'd rather that never be executed by a user, but that is just me.

When you guys agree, I'll change it.  That whole section needs
serious improvement.  It will have to wait until after release, that
has always been a mess.
