My first thought was, that this is a "gnulib" issue,
your copies are too old.
So you should update your copies,
I use a script named "bootstrap.loc":
#!/bin/sh
./bootstrap --no-git --skip-po --gnulib-srcdir=$GNULIB_SRCDIR \
--bootstrap-sync 2>&1 | tee bootstrap.output
I have a local copy of the gnulib repository, if not,
the options have to be adjusted.
