Are you sure about it "being ok in 1.22.4"?

I see a different problem when building UTP 1.0 with groff 1.22.4, the
same one Olle Lögdahl reported a couple of years ago.[1]  The lines of
the table are numbered when they should not be.  Screenshot attached.

To establish a common baseline, I'm using:

$ git remote get-url origin
https://github.com/larrykollar/Unix-Text-Processing
$ git branch
* 1.0
  main
$ git show | head -n 1
commit 88e33cde220afbdcf7576e918ff3367db0f6698d
$ /usr/bin/groff --version | head -n 1
GNU groff version 1.22.4

It's the Debian package thereof, but I don't think that had any patches
to tbl.  (But if we can't account for the discrepency any other way,
I'll do a build of 1.22.4, which I recall being somewhat of a pain, or
I'd have done it just now.)

It therefore looks to me like we traded one problem in groff 1.22.4 for
another in groff 1.23.0.  Not the happiest outcome, but neither does it
make the story of groff over the past 6 years or so one of unalloyed
regression.

I'll continue investigating.
