Some do, some don't.  Slashes that form part of the URL hierarchy are
not encoded; slashes that aren't supposed to form part of the URL
hierarchy do get encoded.  For instance, if you do a google search on
   foo/bar
part of the resulting query URL is
   q=foo%2Fbar
.
