One more thing. We're not really like python, because we actually export
a lot of C interface as part of our API. Let's only declare the SCM api
stable, but allow things on the C side to change. Maybe we can make it
stable in 2.10. (Now we have a lot of cruft like scm_sym_foo, but it's
actually a variable and not a symbol, etc.)
