I sent a patch that implements the mockup above 
(https://issues.guix.gnu.org/72314). The only differences are:

 * I didn't use the custom web font for the headings because I thought
   they were too heavy (almost 1MiB).
 * I had to lay out the cubes in Reproducible Outputs differently to
   make the section responsive.

The changes in the patch still refer to Guix as a "package manager" 
since, to my knowledge, it hasn't been decided what else to call it.

From the feedback it is not clear to me whether having a separate page 
for the Guix System is desired or not, so I'll leave the rest of the 
mockups unimplemented:
