`telega--lib-directory` is set dynamically to the path of 
`telega-core.el` and it points to `/gnu/store/...'

I've built the package with `telega-etc-file` definition intact and it works 
fine on my machine. I am not sure why the patch is needed, maybe Zhu Zihao 
remembers it (added to CC).
