Well,
How you associate to papers with elastic like thing? I mean how would you
do it in practice in real world? What was the situation before even
thinking linking? Why and what are you going to link, and where?
My view:
If you see something interesting you might think: "oh, that's
interesting, I want to link it to somewhere." (like adding a article
in bibliography).
Probably the important thing is only a area of a text - not the whole
document. So, select the area.
Now go to place where you want to link, i.e. bibliography. I'm a X user so
I would click middle button to "paste".
If there's need for directions for link the next scene would be only
main/focus frame and the selected ("copied") buoys like fragments on both
sides of the main/focus frame(as it is now in pp). If you click the buoy,
linking is done otherwise go back to normal browsing mode.
