I believe that what we should do is to focus in the "neutral"
languages. The neutral languages (eg, "es") contain the strings that
would be valid in most regions (es_EC, es_AR, es_ES... ).
Then, the derivative languages (es_EC, es_AR, es_ES...) should *only*
contain those strings specific to that region. That will result in a
much better generic language, and a much smaller, simpler derivative
lang.

Now that we're migrating to a new platform, I believe is the right time
to cleanup.
