Hi Hansit's just like David said: your installation of cygwin is probably mixed with mingw.
Some windows binaries are available from here:http://www.lorenzobettini.it/software/gengetopt/
but they're old. Please tell me if you need more up-to-date versions.However, I think you need to fix your cygwin/mingw installation in order to use the sources generated by gengetopt itself. I suggest you either install cygwin or mingw or you keep them separated.
