[Help-glpk] Implemented branch-and-cut and lift-and-project

Hi, 

I've implemented the branch-and-cut algorithm and the lift-and-project 
cutting plane algorithm for GLPK 4.2. The results of my tests were exciting: 
a total time reduction of 37%. 

I would like to know your opinion about this work. I wrote a paper about it
