Yes. Every elemental variable is created only if it is actually
referenced somewhere in the model. For example, if a model has the
following statements:

   var x{1..1000};
   s.t. foo: x[5] + x[10] >= 3;

only two elemental variables x[5] and x[10] will be generated.
