What problem are you trying to solve?

what problem is it?

I get 1,341,336 from ILP with GLPK.
One variable for each of 17 reactions.
I have no idea why you would need an explicit bound on ORE consumption.
A trillion seems a bit excessive.
From where are you getting your correct answer?
