The CVS respository only keeps the sources. So you want to download
the *.texi files from the man subdir and convert them into info
format yourself.
Maybe it is easiest to just fetch everything, then the usual
./configure; make; make install dance will do the right thing. (But
read the INSTALL-CVS or README-CVS file for more information.)
