The `file-name-nondirectory' strips the "~/" from "~/.emacs_backups",
and so what you have is equivalent to
(setq backup-directory-alist '(("." ".emacs_backups")))
and so .emacs_backup is put in the current directory. You probably
want
(setq backup-directory-alist '(("." "~/.emacs_backups")))
