CVS is no longer being updated, Emacs uses Bazaar now.
bzr checkout --lightweight http://bzr.savannah.gnu.org/r/emacs/trunk
will get you the latest version in the least time; other Bazaar options
are available.
There are no official snapshot tarfiles, but you may be able to find an
unofficial one somewhere.
