Requesting Membership for Carl Dong

Hi Guix,

I've been contributing to Guix more and more recently, and was wondering how I
might become a member. According to Savannah, "you would first contact the
project developers (e.g., using a project mailing list) before requesting formal
inclusion using this form". So that's what I'm doing here!
