This appears to be unrelated to MODIFY-SERVICES. No idea what it
actually means, though, other than the obvious 'remove' being unbound...

It has to be.  %BASE-SERVICES and %DESKTOP-SERVICES are themselves
constructed with MODIFY-SERVICES ^_^
