No.There is a partition type 63 reserved for a to-come Hurd filesystem, but it is not implemented yet. The Hurd runs with ext2 as root filesystem ATM, so take partition scheme I (or III), and make the Hurd partition type 83 (ext2). Just go ahead with your installation then. (Note for completeness: UFS can also be used as root filesystem, but is seldom done so)
Of course you have to initialize the partition first. Initializing a partition will erase all data in that space. So step #5 is all right.
If you want wo boot the Hurd and Linux, you should spend an extra partition with a few ten MByte for a Grub partition (type ext2).
