I recommend that you have available to you:
1. The GNU Make documentation (I like the FSF book on GNU Make because
it's small and complete)
2. "Managing Projects with GNU Make" (Mecklenburg/O'Reilly) (full of
good advice)
And for a quick read you might want to look at my January 2005 DDJ
article on "Cross Platform Builds". Ignore the cross-platform bit, it
describes a non-recursive build system that might suit your needs. Or
get the July Linux Magazine (coming soon!) and read "Recursive Make
Reloaded".
