RCS File (,v)

Hi there.

I hope someone can help me understand why the RCS files can be read-only, for the user, group and others, but anyone can co -l the RCS File.  It does not need to be writable.  It seems that the RCS command co (with lock) can override file permissions.

Please provide any insight you may have.
