I tried
TCLSH=tclsh84 ('cause I have the latest 8.4 tcl/tk installed, the ones found with the cygwin installer), but configure sez:

checking for iconv... no, consider installing GNU libiconv
checking how to link with GMP... not found
checking for tclsh... /usr/bin/tclsh.exe
checking for Tcl 8.x... no
checking for Tk 8.x... no
checking how to link with Tcl/Tk 8.x... not found
checking how to link with readline... -lreadline
