I have a 64 bit LinuxMint system with autoreconf version 2.69, libtool &
build-essentials installed. I am using the latest GIT version of GNU
Smalltalk.  I get this:

$ autoreconf -fvi

autoreconf: running: aclocal --force -I build-aux
autoreconf: configure.ac: tracing
autoreconf: configure.ac: adding subdirectory snprintfv to autoreconf

autoreconf: running: aclocal --force -I ../build-aux

configure.ac:47: error: possibly undefined macro: AC_LIBTOOL_WIN32_DLL
