Could the @ be to avoid collisions with some other pdf name space?
I didn't write the pdf code, and am not familiar with the pdf format, so
I can't really say.
If no one has any ideas, I could just remove it. Can people make
cross-document links in pdf that would now fail? (I mean, suppose
someone has linked to the names containing the @ in emacs.pdf, and then
emacs.pdf is regenerated and no longer has the @ in the names ...)
