My copy of texi2dvi was indeed old.  Still, problems:

- on line 182, texi2dvi invokes $EGREP.  It is undefined in my case.
It is pertinent since I am running on cygwin.  Should I define an
environment variable, or is something else amiss?
- pdftex still cannot find the file, although it is there.

I am including the log (that came to the screen) and also
txiversion.log and txiversion.out
