texinfo.tex simply does not support Cyrillic, or CJK or Arabic or
anything much besides Latin-based scripts -- and not all of those.
I'm sure I wrote this in the documentation.

Realistically, the way this situation will improve is when we have a
latex backend for the new makeinfo (already a high priority).  That
won't be real soon, but it should happen in time.
