No, but the difficulty of it isn't what's important. I don't think we
should promote this as a possible preference, because then many people
may use it without realising the downsides (the impact on inter-manual
references). I think being able to customize it through an API is a
good compromise, then people can customize filenames as they like, not
just lower-case but allow whatever characters they like, use
upper-case, transliterate to Egyptian hieroglyphics, whatever. It
would be hard to argue that increasing flexibility of use through the
customization API would be a bad thing, but at the same time it would
be a bad idea to encourage or support arbitrary usages within the
official project.
I'm going to look at what Patrice said to see if I can work out how it
could be used for your purposes.
