problem in lock and unlocking the files.

Hi,
I am facing a problem in CVS with locking and unlockoing.
the problem is, i locked a file called abc.java.
and somebody else is able to unlock the file.
how can i prevent the other person from unlocking the file.
i am using the Concurrent Versions System (CVS) 1.11 (client/server).
