cvs_acls and cvs import

Generally I am quite satisfied with the cvs_acls.pl script.  However, in
testing I found that it was possible that a user used "cvs import" to
add/modify files that he was not supposed to touch.  It was because the
"import" operation did not trigger the scripts in commitinfo at all.  I do
not know anywhere to put scripts to stop such imports.  Thus currently
anybody not forbidden by the "readers" file can modify any file if he knows
this (if the file system does not restrict him).

Anyway to limit the import operation?
