What you have read is not really true.
In CVS a rename must be de-composed to its fundamental operations:
mv oldfile newfile
cvs rm oldfile
cvs add newfile
cvs commit -m 'renamed oldfile to newfile' oldfile newfile
No history is lost so long as your users are smart enough to realize
that they can still look at it via the old name ("cvs log oldfile",
etc.). (some versions of CVS do have bugs related to looking at the
history of removed files but those are simply minor bugs that can be
fixed)

Don't confuse file names with interface names. Renaming files should
not be equivalent to refactoring the code contained with in them.
Yes, I know there are some really stupidly designed Java IDEs which
force this issue -- I don't know what to do about that except to try to
avoid using them together with CVS.
