Thanks Geoff!!!

I removed the lines below in /etc/xinetd.d/cvspserver and restarted
xinetd. Now it's as fast as ever.

...
log_on_success +=USERID 
log_on_failure += USERID
...

Is this the point where the delay occurs? If so, most likely you've got
a
machine without a proper reverse DNS entry and an inetd/xinetd
configured to
do name lookups on clients. Either fix your DNS or reconfigure your
inetd not
to do the lookups. See the documentation for your Linux distribution for
details on how to dot this.
