The best way to do this is to have a script which checks repoitories/files 
against certian usernames and either allows/or disallows the checkin to 
continue. It took me a while to figure out how to do it, so I have made a 
website explaining what I did (:

You need to customise the script for your own usernames and repository / file 
names.
