It seems to me that it's all about what the repository actually +is+.

Jacob would like the repository to contain only tested code, ready for
release - if I understand correctly.

Well, that's not really how CVS works.  In the past I've used a tags
to show which code is ready for third party review and which versions
have passed that review.  That seems to fit much better into CVS'
methodology.

But of course this is all about release control, not version control,
and CVS doesn't do that out of the box - some fiddling is needed.

Pardon me if I am stating the obvious.
