Problem with wrappers file / -W |

I've decided that for a repository I'm using locally, keyword
expansion is not a good idea, so I'm trying to turn it off.
I have a sandbox I've already checked out - in it keywords are expanded.
I've put a "* -k 'k'" line in cvs wrappers, but that doesn't seem to
do anything when I update the sandbox.
If I do "cvs update -kk -p [file] |less" I see no keyword expansion. Good.
If I do "cvs -I ! -W "* -k 'k'" -p [file] |less" I +do+ see keyword
expansion. Which presumably explains why the cvswrappers change
didn't do anything.
Can anyone explain what I am doing wrong?
[cvs 1.11.19; SunOs 5.8]
