Replication ISsue

I have implimented CVSup on Red Hat Enterprise AS-3
successfully. but when i pass the command at cleint
side "cvsup supfile" it replicate complet module, i
guess replication should be for updated data..

My supfile like this

*default umask=2
*default tag=.
*default host=164.164.128.12
*default prefix=/home/cvs/fioranodev
*default base=/var/db
*default release=cvs delete use-rel-suffix compress
fmq

and my list.cvs like ....
upgrade fmq

release file like this....
cvs list=list.cvs prefix=/home/cvs/fioranodev


can any one tell me  why it replicating all fmq folder
??
