The only thing I can think of that would account for that behavior is
that the repository file is in the Attic rather than the regular
directory (only files that are not alive at the head of the trunk should
be in the Attic).  If so, you can manually move it out of the Attic.  I
have no idea how that would have happend, though; either an error
occurred that prevented CVS from moving it or someone did something
nonstandard.
