Never lock anyone out from commiting to the repository, just to have a
"code freeze."
Freezing the code does NOT mean you have to freeze the repository.
Simply apply a tag on the branch, and voila` - instant code freeze.
As long as no one moves the tag...
You might also couple a tag with a check out that noone can touch that will eventually become the deployed version.
What about branching the release? You can then restrict use of the release branch by anyone but a select few who have authority to change this "locked down" release.
