for me to setup CVSROOT on linux, but I have no idea how to set up
CVSROOT on window environment before cvs command line can be used.

Setting Environment Variables on Windows
The installation steps refer to setting environment variables. This
section describes how to modify environment variables on Windows
platforms.
After modifying the SYSTEM path, you must reboot in order for the new
path to affect system services (such as CVS).
Windows 95 / 98:
Modify c:\autoexec.bat and enter commands in the form of
set variableName=value
Reboot
Windows NT:
Close any open command-line prompts. Go to the control panel. Open
System. Click Environment.
Windows 2000:
Close any open command-line prompts. Go to the control panel. Open
System. Click Advanced. Click Environment Variables...
