I could not find cvs 1.11.22 binaries for AIX. I am looking at the
following URL; is there some other download site?

Many bugs have been fixed. 

That said, you may wish to move to 1.11.22 which is the latest release
and does fix some more bugs. Some of which were introduced between
1.11.1p1 and 1.11.21. Look at the cvs-1.11.22/NEWS file for more
information on patches between 1.11.11 and 1.11.22.

Be sure to use 'cvs init' after the update to make sure you have all of
the needed CVSROOT/* files.
