The error message was changed in 1.11.22, which is why I didn't see it.

Since it was complaining about revision 0.1, which isn't a valid
revision number, I suspect that someone was messing around with
specifying explicit revion numbers with CVS or RCS, or someone edited
the repository file by hand.
