The verification is probably done by `smime-verify-region' which says

    (if (apply 'smime-call-openssl-region b e (list smime-details-buffer t)
               "smime" "-verify" "-out" "/dev/null" CAs)
        t

and I guess /dev/null isn't very meaningful on Windows?  Anybody know
what this should be on Windows?  Or perhaps you need a Cygwin openssl?
