global (?) KILL file must be linked as group.KILL -> KILL

It seems the global KILL file doesn't get read, or at
least, doesn't have the expected/desired effect. I
managed to set it up with links, with
ln -n KILL group.KILL
in
/home/i/News [1]
to make it work. Is that the way to do it, or should the
News/KILL fill indeed be a global KILL file, in what
case, any ideas why it doesn't work?
