Dunno. Possibly. Libcdio got started by more or less creating a
library out of code in vcdimager. I looked at Linux UDF. It doesn't
seem to use a library for its needs. DRY suggests a library here and
there.

No. Another thing requested was a "tar" command for image
files. Personally though I'd like to see that as a separate project
from libcdio. It might have hooks back into GNU tar.

Same things as for ISO 9660. In a sense UDF and ISO9660 do the same
thing. UDF just does it with better or more as part of the base
standard, (e.g. larger file sizes, UTF support built into filenames
and directories)

Sure, especially if you'd be willing to mentor such a project ;-) My
intention is not to limit the ideas.  

I'm hoping GNU is working on a more distributed way to update the list
of projects (e.g. such as a wiki). But in the meantime if you want to
write up a proposal I'll forward it.
